  1. This campaign, originally publicised as a budget-initiative by the (opposition) Scottish Conservatives at Holyrood, has earmarked a tranche of government funding. This has now been notified to regional councils/local authorities - but with a very tight deadline (July 09?) for submission of bids. Such timing effectively rules out any bids for new work. If I were cynical, I would say that this is a deliberate ploy by the government.

    I seem to recall Highland Council indicating in a recent document that they intended to seek funding for some existing (or already-planned) town-centre refurbishment works - possibly including Phase 2 of the Nairn High Street pedestrianisation scheme?
